County signed Economic Development Agreement with Westfield Wheaton Plaza in March
In early March 2011, County Executive Isiah Leggett and Dept. of Economic Development Director
Steve Silverman signed an agreement with Westfield Corporation (aka Wheaton Plaza Regional
Shopping Center LLP)) for the county to give a $4 million Conditional Grant ($2 million in FY12 and
$2 million in FY13) for use in preparing the old Hecht's store site as location for a new Costco store,
pending Council approval of the funding in the FY12 and FY13 County Operating Budgets.

MCCF has a weekly column entitled the " Federation Corner" that is published in The
Montgomery Sentinel newspaper. The Sentinel comes out on Thursdays, and is available
at newsstands and in newsboxes at Metro stations throughout the county. Past columns are

Applicants sought for new Office of Inspector General Advisory Group
The Office of the Inspector General is seeking applicants for a new 5 to 7 member OIG Advisory
Group. Nominations must be received by March 15, 2012.

County Executive Leggett announces effort to streamline building and land development
On January 20, 2012, County Executive Isiah Leggett unveiled a cross agency initiative to 'green
tape' the county's development approval and building permit processes, to make it less costly and
shorten the time for developers to get approval for new construction projects.

Department of Housing and Community Affairs sought public input on Housing Policy update
DHCA sponsored two public meetings (November 30 and December 1) to hear from residents and
organizations interested in contributing to the update of the 2001 Housing Policy. For those unable to
present comments in person, DHCA accepted written comments through December 15. The
Department expects to transmit their recommended 2012 Housing Policy to the County Council in
January, after which the Council will schedule a public hearing.

School Superintendent releases proposed FY13 MCPS Operating Budget
On December 7, 2011, Superintendent Joshua Starr released his proposed MCPS Operating Budget
for FY13. The Superintendent is recommending a $2.128 billion Operating Budget for Fiscal Year
2013, a 2 percent increase ($41.4 million) over the current budget. MCPS held public hearings on
January 11 and January 18, 2012.

County Executive sponsored 5 forums in January on County FY13 Operating Budget
Montgomery County Executive Ike Leggett sponsored five budget forums throughout the County in
January 2012 to seek input from residents about Fiscal Year 2013 Operating Budget priorities.
Residents provided input in light of budget shortfalls predicted in the coming year. The County
Executive will transmit his recommended FY13 Operating Budget to the County Council on March 15.

Former Inspector General decries "Montgomery County government's culture of secrecy"
In a Washington Post Opinion piece published 9/23/11, former IG Thomas Dagley said "Montgomery
County would benefit from a cultural change that encourages residents and employees to ask tough
questions on difficult issues--and forces leaders to answer."

Inspector General claims West Germantown developers reimbursed twice for building
pumping station and water main
In a report released March 14, 2011, Inspector General Tom Dagley asserts Artery and Arcola, the
developers of subdivisions in the West Germantown Development District, were reimbursed twice for
building required water infrastructure--once by WSSC and once by the county, via issuance of a bond
to be repaid by property owners through a development district tax. (click to view IG report)
